Executive Director: The Arab Association of Constitutional Law
The Arab Association of Constitutional Law is recruiting a new Executive Director. The Executive Director is the Association’s principle executive officer. The Executive Director will be responsible for managing the Association’s workplans, for overseeing the implementation of activities, for managing internal and external communications, and other responsibilities. The Executive Director’s starting salary will be US$4,000 per month, with the possibility of an increase depending on ongoing fundraising efforts. Terms of Reference
The Arab Association of Constitutional Law (the “AACL”) is a regional association of constitutional law experts that seeks to influence the public debate on rights and governance frameworks. The ACL seeks to achieve this goal through a number of means, including but not limited to the implementation of projects. For that purpose, the AACL is seeking to recruit the services of a Executive Director who will be responsible for implementing projects on behalf of the AACL.
Duties and Responsibilities
The ED is the Association’s principle executive officer. The ED’s principle responsibility is to ensure that the Association’s workplan is properly implemented. In more detail:
(i) Workplans. At the start of each quarter, the Executive Director must prepare a work plan for activities that must be implemented during the coming quarter. The work plan shall be submitted to the Executive Director and to the Finance Officer;
(ii) Implementing activities. The Executive Director will be responsible for implementing activities relating to one or several projects. The implementation of activities will be organised on a quarterly basis as set out in the workplans. The Executive Director will prepare meeting agendas in coordination with partners, participants, stakeholders, and the relevant members and committees from within the AACL.
(iii) Communications. The Executive Director will be responsible for communicating workplans, meeting reports, papers and other documentation and information to all relevant bodies and stakeholders, including internal AACL committees and bodies and external partners and stakeholders. The Executive Director will also be responsible for ensuring that all public materials that are produced through the project are published on the AACL’s website.
(iv) Reporting. The Executive Director will be responsible for producing reports that summarise the work that will have taken place in the context of the project. The Executive Director will prepare activity, quarterly and yearly reports, and will also be responsible for preparing the final report.
a. Activity reports: The Executive Director will be responsible for preparing activity reports following the implementation of each of the activities that the Executive Director is responsible for implementing. The activity report should include information relation to the participants and the agenda, it should summarise the substance of what will have been discussed, it should include an analysis section, a list of recommendations for future meetings, and a list of action points for immediate follow up. The Executive Director will be responsible for ensuring that all activity reports are shared internally within the AACL, with relevant partners where appropriate, and for ensuring that the report is properly included in the AACL’s archives.
b. Quarterly reports: The Executive Director will prepare quarterly reports that will clearly indicate what activities that were set out in the quarterly workplan were implemented on schedule and which were delayed. Where there was delay or any other important departure from the work plan, the Executive Director must provide clear reasons and must also provide contingency plans.
c. Yearly reports: The Executive Director will prepare a yearly report, which will be shared with the donor. The Yearly report should include information about the implementation of all activities, and should also include a narrative of the work that will have been carried out. The narrative should, amongst other things, explain whether the project is on course for satisfying the objectives that will have been set in the project agreement. If the donor has a template for yearly reports, the Executive Director should use that template. It will be the Executive Director’s responsibility to obtain approval from the Executive Director and from the Executive Committee before the yearly report is shared with the donor.
d. Final reports: The Executive Director will prepare the final report. The final report will focus on whether the project’s objectives were satisfied, on lessons learned, on recommendations for the future, amongst other things. Where the donor has a template for final reports, the Executive Director should use that template. It will be the Executive Director’s responsibility to obtain approval from the Executive Director and from the Executive Committee before the final report is shared with the donor.
(v) Other. The Executive Director may also be required to carry out other tasks by the Executive Director. This could include participating in fundraising efforts through the drafting of concept notes, etc.
The Executive Director will report to the AACL’s President and to the Executive Committee.
The Executive Director must have relevant experience in the field of constitution building and/or project management. A strong interest in constitutional law generally, and in constitutional developments in WANA. The Executive Director must be highly motivated, have the capacity to lead a team of experts, and have excellent communication skills.
(i) An advanced degree in law, political science or related field;
(ii) At least 7 years of relevant experience;
(iii) Excellent written skills in Arabic and English. French is an asset;
(iv) Proven skills in project management;
(v) A strong interest in constitution building;
(vi) Significant fundraising experience;
(vii) The ability to work in a diverse environment and to communicate with individuals from diverse backgrounds.
